The Vietnam Chess Federation and Hochiminh City Chess Federation has the honor to invite your Federation to participate in The 2nd Dragon Capital Vietnam Open 2009 which to be held from 02 to 09 December 2009, in the First Hotel, 18 Hoang Viet St., Tan Binh Dist., Ho Chi Minh City, Vietnam.

2. Time control: The tournament shall be conducted as a Swiss System competition of 9 rounds and will be played according to FIDE regulations. The time control is 90 minutes with 30 seconds increment for every move starting from the first move.
3. Prize fund: Twenty Thousand U.S. Dollars (US$20,000) in cash prizes shall be awarded:

Cash prizes shall be shared equally among players with the same score.
For trophies (Top 3 Standings), ties will be decided by Tiebreak: Buchholz, followed by Sonneborn- Berger; Number of Wins with the Black pieces.
4. Entry fee:
For all players based on the November 2009 FIDE Ratings list, the entry fee is as follows:
4.1. Registration is free for Grandmasters, Women Grandmaster and players with a FIDE Rating of 2500 and above.
4.2. For all other players, the entry fee is as follows:

| 2300 to 2349: | $100; |
| 2250 to 2299: | $125; |
| Below 2250: | $150. |
5. Accommodation:
Fogreigner Grandmasters who have elo above 2500 for men and 2350 for women will be provided accommodation on a twin sharing basis for the duration of the tournament 2009.
6. Travel:
Players and accompanying persons will be picked up at the Tan Son Nhat airport, Ho Chi Minh City to the First Hotel by Organising committee.
7. Visa:

8. Entry deadline:
National Federation should be fill the registration and send before 15 November 2009. The registration form is enclosed but no later than 20th November 2009.
